With the Port of Melbourne expected to handle up to 12 million twenty foot equivalent units (TEU) by 2065, there is a need to develop and configure the port to accommodate this expected future growth. The closure of Coode Road West will commence next week as part of the port’s broader plans.
The closure of Coode Road West will create additional truck marshalling capacity, increase gate capacity and be the first step in creating an integrated multi-modal terminal with increased yard capacity at DPWA’s Melbourne Terminal.
The proposed integrated multi-modal terminal will strategically link DPWA’s West Swanson Terminal (WST) quayline with the West Swanson Intermodal Terminal (WSIT) on-dock rail.
The integration of Coode Road West into DPWA’s terminal is expected to provide greater efficiencies and cost-competitiveness to Victoria’s freight and logistics industry, whilst reducing the impact of port-precinct transport congestion on industry, the environment and the wider community.
Following thorough industry engagement via Port Access Forums and stakeholder meetings, a number of pre-closure initiatives have been undertaken to assist industry and the supply chain with the transition to closure:
Completion of pavement upgrade works on Footscray Road in late 2017 (between Shepherds Bridge and Dock Link Road) to enable heavy permit vehicles to use the full length of Footscray Road.
Industry-provided freight movement data has been used to model traffic movements on Footscray Road, with VicRoads reconfiguring a number of intersections on Footscray Road to manage traffic flows. These works are expected to be completed in August 2018.
The closure of Coode Road West will take place in two stages:
From Monday 18 June 2018 as part of Stage 1 of the closure, Coode Road West will be reduced to one through-lane in each direction, with work site barriers and traffic management in place to facilitate construction works. Entry arrangements to DPWA’s Melbourne Terminal will remain unchanged during this phase.
From Monday 13 August 2018, Stage 2 will commence and Coode Road West will be permanently closed to throughtraffic (between Dock Link Road and Mackenzie Road). Initially, all access to Mackenzie Road will be from Dynon Road, Footscray Road and the Sims Street loops. In the longer term, ramps to and from the West Gate Tunnel will provide additional connections to Mackenzie Road.
Once Stage 2 is implemented and Coode Road West is closed to through traffic, entry to DPWA’s Melbourne Terminal will be from the Coode Road and Dock Link Road intersection as shown below.
